Our partnership story

LPPA was established as part of the wider Local Pensions Partnership (LPP) collaboration, which launched in 2016 when LPFA and LCC took the decision to combine their respective strengths in pensions investment and administration. Both organisations had long track records as successful public sector pension administrators before coming together, and the partnership was formed ahead of the Government’s LGPS pooling agenda to drive scale, resilience and efficiency. 

Organisational structure

Within the LPP Group, LPPA operates as the specialist pensions administration company, while investment management services – up to the time when it legally separated from the LPP group on the 31 March 2026 – are provided by Local Pensions Partnership Investments (LPPI). LPPA delivers administration services on behalf of its shareholders and wider partner clients, with LPP Group providing the governance framework through which shareholder oversight is exercised. Strategic direction, budgets and other reserved matters are governed by a formal shareholders’ agreement between LPFA, LCC and LPP.

Shareholder & client partnership

Both LPFA and LCC (as the largest company within the Lancashire County Pension Fund) are not only shareholders but also longstanding clients of LPPA, receiving pensions administration services under a shared service model. This close and collaborative relationship helps ensure strong alignment between shareholder priorities and operational delivery, with a focus on service quality, regulatory compliance and long term sustainability for public sector pension schemes and their members.
